农村土地制度改革注意力的动态变化与地区差异

摘　　要：党的十八大以来,我国着力推进以农村土地征收、集体经营性建设用地入市、宅基地制度为核心的农村土地制度改革。本文运用量化文本分析方法,以2015—2021年210份省级政府工作报告文本作为研究对象,分析实际执行过程中农村土地制度改革注意力的动态变化和地区差异。研究发现:省级政府对农村土地制度改革的关注缺乏连贯性且有明显的区域差异;农村土地制度三项改革中,相对于集体经营性建设用地入市制度改革和宅基地制度改革,农村土地征收制度改革得到省级政府的关注较少;宅基地制度改革是目前农村土地制度改革的核心,得到省级政府的重视,其推进有望为实现乡村振兴战略提供助力;各地改革更重视指导操作性,可在中央设置的改革底线基础上,适当增加探索、创新改革模式的力度。Since the 18th CPC National Congress,China has been promoting the reform of the rural land system centered on the expropriation rural land,the market entry of rural collectively owned land for commercial construction,and rural homesteads.Based on texts of 210 provincial government work reports from 2015 to 2021,this paper uses quantitative textual analysis methods to analyze the temporal changes and regional variations of attentions paid to rural land system reform during the implementation process.The results indicate that the attention of provincial governments to rural land system reform lacks consistency and has significant regional variations.Among the afore-mentioned three categories of rural land system reforms,the reform of land expropriation system receives less attention from provincial governments,compared with the reform of the market entry of rural collectively owned land for commercial construction and the reform of the rural homestead system.The reform of rural homestead system is the core of current rural land system reform.It receives a lot of attention from provincial governments,and its promotion will provide a boost to the realization of the rural revitalization strategy.Reforms of provincial governments pay more attention to guidance and operation.It is recommended that provincial governments should moderately increase the efforts of exploring and innovating on reform modes based on the reform bottom line set by the central government.
