广东中医药科技创新效率的评价与提升路径——基于建设粤港澳大湾区中医药创新高地的背景

摘　　要：为提高广东中医药科技创新资源使用效率,助力粤港澳大湾区中医药创新高地尽快建成,分别运用数据包络分析(DEA)和曼奎斯特全要素生产率指数(TFP)对广东2014—2019年中医药科技创新静态效率和动态效率进行评价。认为广东整体效率水平较高,且随时间序列递增;广东中医药科技创新效率呈现出空间异质性;动能是技术进步与规模,症结是纯技术效率。据此建议提升中医药科技创新纯技术效率;以数字化推进中医药技术进步和技术效率提升;加大投入,优化结构,提升科技创新规模效应;全局规划,破解中医药科技创新空间异质性。In order to improve the utilization efficiency of TCM science and technology innovation resources in Guangdong Province,and help build the innovation highland of TCM in Guangdong-Hong Kong-Macao Greater Bay Area as soon as possible,this paper uses data envelopment analysis(DEA)and Malmquist total factor productivity index(TFP)to evaluate the static efficiency and dynamic efficiency of TCM science and technology innovation in Guangdong Province from 2014 to 2019.The results showed that the overall efficiency level of Guangdong was relatively high and increased with time series;the efficiency of scientific and technological innovation of TCM in Guangdong showed spatial heterogeneity;the main driving forces were technological progress and scale efficiency,and the crux was pure technological efficiency.According to the results of this study,suggestions are put forward:to improve the pure technological efficiency of scientific and technological innovation of TCM;realize digitalization and promote the technological progress and efficiency of TCM;increase investment,optimize the structure and enhance the scale effect of scientific and technological innovation;make overall planning to crack the spatial heterogeneity of scientific and technological innovation of TCM.
