摘　　要：人民城市建设需要公共伦理、责任伦理的柔性力量。公共伦理与责任伦理是社会主义核心价值观的组成部分,是价值认同和社会引领的无形力量,是自我约束的道德武器。以人民为主体的城市建设为公共伦理、责任伦理提供了成长空间,自治、法治、德治“三治结合”需要市民以主人翁精神踊跃参与。公共伦理是高透明度制度“管官”的必要辅佐;责任伦理是凝聚社会成员奉献社会的强大驱动力。没有职责约束的无偿奉献动力源于责任伦理,尽我所能为社会尽一份责任的力量源泉是责任伦理,政府有责任以身教言传的方式培养公民的公共德性。对趋利避害应当作出新的解释:避免因个人获利对社会造成危害。面对百年未有之大变局要增强伦理敏感性,建立每个人内心确认的公共伦理与责任伦理。元宇宙是公共数字空间,也需要公共伦理与责任伦理的规制。The construction of people’s cities needs the flexible power of public ethics and responsibility ethics. Public ethics and responsibility ethics are components of socialist core values, intangible forces of value identification and social guidance, and moral weapons of self-discipline. Urban construction with the people as the main body provides a growth space for public ethics and responsibility ethics. The integration of three governance of autonomy, rule of law and rule of virtue require citizens to actively participate in it in the spirit of ownership. Public ethics is the necessary assistant of the high transparency system, and responsibility ethics is a powerful driving force to unite social members and contribute to the society.The power source of voluntary dedication without duty constraints is responsibility ethics. The power source of doing my best to carry out a duty for the society is responsibility ethics. The government has the responsibility to cultivate citizens’ public virtue by teaching and speaking. A new explanation should be made for seeking advantages and avoiding disadvantages: to avoid harming the society due to personal profits. In the face of the profound changes unseen in a century, we should enhance ethical sensitivity and establish the public ethics and responsibility ethics recognized by everyone. The metaverse is a public digital space, which also needs the regulation of public ethics and responsibility ethics.
