摘　　要：“国民共进”,是社会主义初级阶段以公有制为主体、多种所有制经济共同发展基本经济制度的实践表现。对社会主义初级阶段“国民共进”问题的理论分析应包括两个层次的内容:“国民共存”和“国民共进”。共存是共进的基础与前提,共进是共存的结果与保障。对“国民共存”问题的分析应坚持唯物史观的基本原理,依据社会主义初级阶段生产力的发展水平和特点理解我国当前以公有制为主体、多种所有制经济并存的所有制结构。对“国民共进”问题的分析应建立在准确把握社会主义公有制二重属性的基础上。社会主义初级阶段公有制所表现出来的公共性和商品性,是国有经济与民营经济相互促进、共同发展的根源。准确理解和把握“国民共进”,是坚持社会主义初级阶段基本经济制度的关键,是促进经济高质量发展的重要抓手。“The state advances as the private sector advances”is the practical manifestation of the basic economic system in which public ownership will be the mainstay and multiple forms of ownership will develop together in the primary stage of socialism.The theoretical analysis includes two aspects:coexistence and common progress.Coexistence is the basis and premise of common progress and common progress is the result and guarantee of coexistence.The analysis of coexistence should adhere to the basic principles of historical materialism,and China’s current ownership structure with public ownership as the mainstay and the coexistence of multiple forms of ownership should be understood according to the development level and characteristics of productive forces in the primary stage of socialism.The analysis of common progress should be based on accurately grasping the dual attributes of socialist public ownership.The publicity and commodity of the public ownership in the primary stage of socialism is the root of the mutual promotion and common development of state-owned economy and private economy.Accurately understanding and grasping“the state advances as the private sector advances”is the key to adhering to the basic economic system in the primary stage of socialism and an important starting point for promoting high-quality economic development.
