摘　　要：巩固拓展脱贫攻坚成果、接续推进乡村振兴是后小康时代中国农业农村发展的核心议题。改革开放以来,我国逐渐形成了解制放权、行政推动和市场机制等三种农业农村发展的阶段性方案。三种方案看似是中国农业农村现代化的普遍道路,但都有各自能够最大限度发挥作用的历史阶段和治理情景。在后小康时代,中国农业农村迫切需要再出发,需要从过去国家的视角更多地走向村庄和基层的视角,通过精巧的机制设计,将宏观层次、中国农业农村的市场化、现代化发展战略,与微观层次、不同乡村脱贫与振兴连接起来,朝着精细治理、精准施策的方向迈进,实现治理主体互促共赢、共同富裕,走出一条具有中国特色的农业农村现代化之路。Consolidating and expanding the achievements in poverty alleviation and continuing to promote rural revitalization are the core issues of China’s rural development in the post well-off era.Since the reform and opening up,China has gradually formed three strategies for agricultural and rural development,including deregulation and delegation,administrative promotion,and emphasis on market mechanisms.The three strategies seem to be common paths for China’s agricultural and rural modernization,but they all have historical limitations and match different governance scenarios,in which they can maximize their effects.In the post welloff era,China’s agricultural and rural development need to change more from the perspective of state to villages and grassroots.Through ingenious mechanism design,linking the macro-level strategies of China’s agricultural and rural marketization and modernization to the micro-level governance participants of poverty alleviation and rural revitalization,and moving towards a fine and targeted governance,so as to realize the incentive compatibility and common prosperity of different participants,and practice a unique road of agricultural and rural modernization with Chinese characteristics.
