摘　　要：农村生态资源价值实现是一个全新的治理议题。本文基于治理规模异质性视角,通过对4个案例的剖析提炼了中国情景下农村生态资源价值实现的治理机制。研究发现:(1)价值显化、利益分配和持续供给是农村生态资源价值实现的实践难题与理论要点;(2)农村生态资源价值实现的关键在于政府、村集体、市场主体和村民等治理主体,通过建构与其角色相匹配的治理机制,进而促进农村生态优势转化为经济优势;(3)价值实现的治理机制需依据治理规模异质性进行调整,其中村集体主导、政府协助的治理机制适用于小规模,而政府主导、村集体协助的治理机制更适用于大规模;(4)不同规模生态资源的治理要素存在差异,小规模主要依靠村集体主导下的经营模式决策和非正式规则,大规模更加依赖政府的产权重构、空间规划和管制等。本研究为理解农村生态资源治理提供了一个全新视角,并对全国各地农村生态资源价值实现具有指导意义。The rural ecological resource value realization is a fresh governance issue.Based on the heterogeneity of the governance scale,this paper extracts the governance mechanism for realizing the value of rural ecological resources under the Chinese scenario through the analysis of four cases.The findings show that:(1)Value manifestation,benefit distribution,and continuous supply are the practical difficulties and theoretical points for rural ecological resource value realization.(2)The key to the value realization lies in the fact that such governance entities as governments,village collectives,market players and villagers establish governance mechanism matched their own roles,and promote transforming rural ecological advantages into economic advantages.(3)The governance mechanism of value realization needs to be adjusted according to the scale heterogeneity:The mechanism led by the village collective and assisted by the administration is suitable for small scales,while that led by the administration and assisted by the village collective is suitable for large scales.(4)The governance elements of ecological resources vary across governance scales.The small scale mainly relies on the decision-making of the business model and informal rules under the leadership of the village collective,while the large scale relies more on the property rights reconstruction,spatial planning and regulation by the administration.This study provides a new perspective for understanding the governance of rural ecological resources and guides significance for the rural ecological resource value realization in China.
