上下互动式扩权:内生型经济发展中的地方政府行为逻辑——对昆山经济发展的长时段考察

摘　　要：改革开放以来,昆山政府推动了内生型经济发展并持续获得中央政府的行政授权,造就了中国县域经济治理典范。然而,已有理论对地方政府借助央地互动关系的扩权行为关注不足。本文基于昆山经济发展的长时段考察,构建基于政策试验区的地方政府扩权分析框架,分析地方政府的“上下互动式”扩权行为及其生成逻辑。研究发现:地方政府通过同时形塑央地互动关系与地方政商关系,推动中央基于政策试验区的选择性行政分权。这一“上下互动式”扩权逻辑立基于借势型政策创新、跨层级央地互动和嵌入型政商互动等条件,地方政府借此吸引中央政策注意力,兑现地方发展绩效承诺,实现持续性扩权。本文将地方发展型政府理论中的央地关系进行内生化处理,揭示了地方政府推动经济发展过程中行政扩权与政府能力培育的重要性,同时为理解中国地方政府权力扩张提供了一种新解释。The objective of this paper is to explain why the Kunshan government had promoted endogenous economic development and sustained administrative empowerment from the central government since the reform and opening up.Based on a historical study of Kunshan’s economic development,this article constructs a framework for analyzing local government’s power expansion which takes the national experimental zones as an example,and analyzes the logic of the"top-down interaction"of local government’s power expansion behavior.The study finds that local governments promote the selective administrative decentralization of the centre based on the experimental zones by simultaneously shaping the interactions of central-local and government-market relations.This logic of"up-and-down"power expansion is based on the conditions of leveraging policy innovation,cross-level central-local interaction,and embedded government-business interaction,through which local governments attract the central attention,fulfill the promise of local development performance,and then achieve sustainable power expansion.But meanwhile the proposed theoretical framework can help local officials to better obtain development power from their upper-level governments and make full use of decentralization to boost local economy.This study brings the central-local relations into local developmental government,revealing the importance of administrative expansion and government capacity in local economic development,and providing a new explanation for the power expansion of local governments in China.
