摘 要:基础设施建设是全球公共产品,也是中国对外经贸合作的传统优势和亮点。我曾于2014至2017年在商务部分管对外投资工作,参与了一些海外大型项目的设计和实施,也结识了一些中国国际工程企业的负责人,经常座谈交流。他们从中国“走出去”战略和企业国际化的长期实践中,总结出许多真知灼见和宝贵经验。客观来看,中国基础设施建设企业国际化存在起点低、基础差的客观事实,这是与发达国家同类企业的重要区别,也是分析研究中国基建企业国际化道路所不能忽略的重要阶段性特征。Infrastructure construction is a global public good as well as a traditional advantage and highlight of China’s foreign economic and trade cooperation. A low starting point and poor foundation are the objective facts that Chinese infrastructure enterprises encounter when they begin to pursue internationalization. Thanks to their arduous efforts, Chinese infrastructure companies have accumulated advantages in technology, management and manufacturing. Given the context of great changes amid the COVID-19 pandemic, Chinese infrastructure enterprises are faced with risks and challenges: Asian, African and Latin American markets lack qualified basic supporting facilities, corporate management structures need to meet the requirements of international competition,the problem of vicious competition remains to be solved and the competition from other countries become intensified. With an aim to drive the global infrastructure construction to enter a new stage of development, more efforts are expected to be made including creating a policy environment that encourages investment, innovating financial products and implementation models of projects and giving full play to the roles of financial institutions and multilateral cooperation mechanisms.
