全球基建新动向对我国对外承包工程行业的影响及应对

摘　　要：对外承包工程是共建“一带一路”的核心领域,是带动我国基建领域“走出去”的综合载体。“十三五”时期,我国对外承包工程发展成效显著,业务规模稳步攀升、海外市场持续拓展、企业主体不断壮大。从全球基建新动向来看,G7和欧盟接连发布“B3W”、“全球联通欧洲”、“全球门户”等全球基建战略,试图从战略层面制衡“一带一路”倡议,全球基建领域战略竞争逐步加剧。与此同时,全球基建领域供需缺口仍然较大,存在“新基建”和绿色基建等新兴领域发展契机。我国应当紧抓机遇,稳慎应对欧美主导的全球基建战略竞争,稳步推动我国技术标准国际化,防范国际层面技术壁垒;加快“新基建”海外市场布局,拓宽对外承包工程领域;践行绿色发展理念,推动对外承包工程高质量转型发展。Foreign contracted project plays a key role in promoting the Belt and Road Initiative(BRI)construction and advancing China’s infrastructure sector to go global. During the 13th Five-Year Plan period(2016-2020), the development of China’s foreign contracted projects achieved remarkable results-business scale increased steadily, the overseas markets continued to expand and the number of participating enterprises kept increasing. New trends have emerged from the global infrastructure sector, as the G7 and the EU successively released global infrastructure strategies such as“Build Back Better World”,“A Globally Connected Europe”and“Global Gateway”, trying to counterbalance the BRI from the strategic level. Strategic competition in the world infrastructure sector is gradually intensifying. However, there is still a large gap between supply and demand in the infrastructure sector across the globe, and there are development opportunities in emerging areas such as new infrastructure and green infrastructure. China should seize the opportunity, carefully face the strategic competition in the world infrastructure industry led by Europe and the US, steadily promote the internationalization of China’s technical standards and take precautions against technical barriers in the world. China is also expected to accelerate the layout of new infrastructure in the overseas markets, expand the fields of foreign contracted projects, put the concept of green development into practice as well as promote the high-quality transformation and development of foreign contracted projects.
