摘 要:随着中国对外援助规模的增加,国内外越来越关注中国对外援助的成效和影响,但对外援助工作透明度低、难以回应国内民众关切等问题一直存在。本文利用网络问卷调查和计量实证方法对中国对外援助的评价进行探索性研究,调查显示,虽然仅少数受访者对中国对外援助有较多了解,但多数受访者高度认同对外援助的积极作用;约30%的受访者认为中国对外援助偏多,多数受访者信赖中国对外援助的决策;受访者的个体因素会影响评价结果,看电视时间较长能改善对对外援助的评价,年龄偏高的受访者更希望加大对外援助透明度,文化程度偏低的受访者倾向于认为中国对外援助偏多,学生或知识分子更相信对外援助能帮助有需要的国家;此外,沿海与非沿海、高校师生与非高校师生群体也存在评价差异。As China’s foreign aid scale kept increasing, people at home and abroad pay more and more attention to the effect of China’s foreign aid. However, there have been some specious voices, saying that China’s foreign aid lacks transparency and Chinese people’s concerns about foreign aid have seldom been responded. This paper tries to conduct an exploratory research to get an idea of the public’s evaluation of China’s foreign aid through online questionnaire survey and quantitative empirical methods. The research results show that although only a few respondents have a good understanding of China’s foreign aid, most of them highly recognize the positive role of China’s assistance to other countries. Nearly 30 percent of the respondents say that China has excessively carried out foreign aid while most respondents trust China’s foreign aid decisions. In addition, the individual factors of respondents affect the evaluation: Watching TV could improve respondents’ evaluation on foreign aid;older respondents say they would like to see China’s foreign aid become more transparent;respondents with lower education level are more prone to believe that China has offered foreign aid excessively;student or intellectual respondents are more likely to believe that foreign aid can help countries in need. Besides, there are also differences in evaluation between respondents from coastal and non-coastal provinces, and between university teachers and students and those are not university teachers and students.
