监察体制改革背景下行政监督的发展趋向

摘　　要：国家监察体制建立后,原属于行政监督的行政监察被纳入国家监察,这意味着行政监督要在新体制中寻求完善和发展。本文通过对行政监察机关“两存两废”的历程及其演变逻辑进行梳理,发现行政监督面临机构、职能和体制三个维度上的现实挑战。在行政监察机关并入监察委员会、行政监督构成发生变化的背景下,要从完善层级监督与审计监督、厘清行政监察的职能归属、加强行政效能监察等方面入手,促进监察委员会监督与行政监督的有效衔接,进而实现对行政权力的全面有力监督。After the establishment of the national monitoring system,administrative monitoring,which belonged to the domain of administrative supervsion,was included in national monitoring,which means that administrative supervision should adapt to the new system for development and improvement.This paper sorts out the checkered history and development logic of administrative monitoring institutions,and finds that administrative supervision is faced with realistic challenges from the dimensions of institutions,functions and systems.In the context of the integration of administrative monitoring organs into the monitoring committee and the changes of the composition of the administrative supervision system,we need to start from improving hierarchical supervision and audit supervision,clarifying the attribution of the functions of administrative monitoring,and strengthening the monitoring of administrative efficiency so as to promote the effective connection between the supervision of the monitoring committee and administrative supervision,thus achieving comprehensive and effective supervision of administrative power.
