党组织建设引领农村公共服务供给创新的逻辑——基于“市场—科层”机制的效力分析

摘　　要：由于资产专有性关系,公共服务的纯粹市场制供给较少,科层制和混合制是供给的两种主要形式;科层制的激励问题和混合制的扰动是损害公共服务供给效力的主要因素。对农村公共服务供给而言,缺少代表村民利益的供需主体是导致扰动与激励问题的关键。党组织建设引领农村公共服务供给创新的逻辑包括两个方面:一是通过党组织建设培育农村集体行动的领头人和团队,解决农村公共服务科层制治理的激励与效率问题,其关键是培育基层党组织书记和团队的使命激励。二是通过党组织建设培育乡村社会集体行动组织以解决农村公共服务混合制供给的扰动问题,其关键是“政治引领下的市场机制+政治引领下的合作机制”的农民合作社建设。Due to the exclusive relationship of assets, the pure market system of public service supply is less, andhierarchy and mixed system are the two main forms of supply. The incentive problem of hierarchy and theambiguity of mixed system are the main factors that damage the effectiveness of public service supply. Forthe supply of rural public services, the lack of supply and demand entities representing the interests ofvillagers is the key to cause disturbances and incentives. The logic of the Party organization constructionleading the innovation of rural public service supply includes two aspects: one is to cultivate the leaders andtheir teams of rural collective action through the Party organization construction, and to solve the incentiveand efficiency problems of rural public service hierarchical governance. The key is to cultivate the missionincentive of the grass-roots Party organization secretaries and their teams. The second is to cultivate ruralsocial collective action organizations through the construction of the Party organizations to solve theambiguous problem of mixed supply of rural public services. The key is the construction of “ marketmechanism under the political guidance + cooperative mechanism under the political guidance”.
