基于地方运行环境的城市设计运作机制思考——以太原市为例

摘　　要：城市设计运作是指城市设计从编制到实施的全过程,城市设计运作机制的形成与城市设计的运行环境密切相关。本文回顾了太原市城市设计运作机制的探索过程,梳理了城市发展特征、城市设计人才与技术基础及城市设计事权架构等运行环境要素对城市设计运作机制的影响和作用,指出太原市城市设计运作机制仍然存在体制建设认识不足、法定地位不明确、编制审批制度不完善、城市设计与控规的关系不清晰、传导体系存在深层次障碍等问题与困境,并从编制体系、法规建设、传导模式、人才和技术保障等方面提出完善太原市城市设计运作机制的建议。Urban design operation is the whole process from urban design making to implementation,the formation of the operation mechanism is closely related to its operation environment.This paper reviews the exploration of urban design operating mechanism in Taiyuan,while canvasses the influences and effects of operating environment factors of the urban design operation mechanism,such as the characteristics of urban development,talent and technology foundation,power structure,etc.Furtherly,it points out that the urban design operation mechanism in Taiyuan still facing some problems and difficulties,which includes understanding insufficiency of system building,the ambiguous status in law,the lack of institutionalization for making and approval,the unclear relationship between urban design and detailed regulatory plan,and the deep barrier of transmission system,etc.Lastly,it advises to improve the operation mechanisms of urban design from the aspects of plan making,regulation development,conduction mode and talents and technical guarantee.
