摘　　要：保险代表制度是俄罗斯维护患者权益的一项重要立法,旨在保障国民在强制医保范围内获得及时、优质医疗服务的权利,具体包括对被保险人提供医疗信息、告知享有免费体检等;保险代表是医疗保险公司工作人员,其分为三个级别,工作职责主要为医保信息咨询、医疗服务监督和医疗服务质量鉴定。俄致力于建设以患者为中心的医疗卫生模式,在强制医保框架下全面引入保险代表制度,以提高被保险人权益保护效率,强化基本医疗服务的预防功能。Insurance representative institute is an important legislative practice in Russia in safeguarding patients’ rights and interests. It aims to protect the citizens to obtain timely and high-quality medical services within the scope of compulsory medical insurance, including providing medical information for the insured, informing the insured of free medical examination. Insurance representatives are staff of medical insurance companies and are divided into three levels. Their responsibilities mainly include medical insurance information consultation, medical service supervision and medical service quality appraisal. Russia is committed to building a patient-centered medical and health model and comprehensively introducing the insurance representative institute under the framework of compulsory medical insurance to improve the efficiency of protection of the rights and interests of the insured and strengthen the preventive function of basic medical services.
