摘　　要：城乡一体化发展旨在健全城乡发展关系,破解发展桎梏,畅通城乡经济体系,缓解区域贫困。聚焦城乡一体化对区域贫困的作用关系,验证了城乡一体化与区域贫困呈负向作用关系,表明城乡一体化水平提升能有效缓解区域贫困;并且通过整体性分析和区域异质性分析,发现人均财政人力资本支出、产业结构、本地开放程度等对降低区域贫困程度都具有一定的促进作用。此外,通过进一步的机制效应发现,城乡一体化能够通过基础设施建设、缩小城乡差距两条作用机制缓解区域贫困,但人力资本提升与城乡一体化发展存在遮掩效应。基于上述分析,要积极利用城乡一体化发展的联动效应助力区域贫困,聚焦一般化公共服务的提升和个体收入的增加,避免盲目追求区域城镇化率及人口城镇化的增速,综合考虑有效防止返贫及相对贫困解决的协调,实现资源效率、效益及社会福利的最大化。The integration of urban and rural development aims to improve the relationship between urban and rural development,break the shackles of development,unblock the urban and rural economic system,and alleviate regional poverty.Focusing on the relationship between urban-rural integration and regional poverty,it verifies that urban-rural integration has a negative relationship with regional poverty,indicating that the improvement of urban-rural integration can effectively alleviate regional poverty.Through holistic analysis and regional heterogeneity analysis,it is found that the control variables such as per capita financial human capital expenditure,industrial structure,and local openness all have a certain promoting effect on reducing the degree of regional poverty.In addition,through further intermediary effects,it is found that urban-rural integration can alleviate regional poverty through two mechanisms of infrastructure construction and narrowing the urban-rural gap,but human capital and the development of urban-rural integration have a masking effect.Based on the above analysis,it is found that actively using the linkage effect of urban-rural integrated development to help solve the problem of regional poverty,we must focus on the improvement of general public services and the increase of individual income,avoid blindly pursuing regional urbanization rate and population urbanization growth rate,and consider the coordination of effective anti-poverty return and relative poverty resolution to maximize resource efficiency,benefits and social welfare.
