摘  要:为了在配电网可靠性提升的需求下实现精准投资,并进行成本分摊,制定了可靠性电价,从而实现电力市场均衡。提出矩阵化显式可靠性评估算法,并据此进行可靠性投资优化及可靠性电价的定价。针对频率型可靠性指标,构建了引导规划阶段配电网元件更新或架设双回线路的优化模型,降低了运行阶段元件和负荷点的故障率。针对时间型可靠性指标,构建了引导元件扩容、增加备用电源的优化模型,从而满足运行阶段负荷转供的容量需求,减少负荷点停电时间。采用所提出的矩阵化显式可靠性评估算法对配电网优化前后的负荷点时间型、频率型可靠性指标进行计算,并将可靠性优化产生的成本依据2种指标的变化量进行分摊,制定各个负荷点的可靠性电价。在IEEE 33节点配电网中进行可靠性评估及优化,并制定可靠性电价,验证了所提方法的可行性。In order to achieve precise investment under the demand for reliability improvement of the distribution network,and carry out cost sharing,establish reliability electricity prices to achieve power market equilibrium.This paper proposes a matrix-based explicit reliability evaluation algorithm,and reliability investment optimization and reliability tariff pricing are carried out accordingly.Aiming at the frequency reliability index,an optimization model is constructed to guide the updating of distribution network components and the erection of double-circuit lines in the planning stage,which reduces the failure rate of components and load points in the operation stage.Aiming at duration index,an optimization model was constructed to guide the expanding of the capacity of elements and the increasing of the backup power supply,so as to meet the capacity demand for load transfer during the operation stage and reduce the power outage time of the load point.The proposed matrix explicit reliability evaluation algorithm is used to calculate the reliability index of the load point before and after the optimization of the distribution network,and the cost of reliability optimization is amortized according to the changes of the two indexes,so the reliability electricity price of each load point is formulated.Reliability evaluation and optimization are carried out in the IEEE 33-node distribution network,and the reliability price is set,which verifies the feasibility of the proposed method.
