高技术产业创新链生态质量评价研究——以我国省域数据为实证

摘　　要：高质量发展对产业创新驱动和生态发展提出了迫切要求。如何科学识别产业创新系统的质量并解析出存在的问题,对推进高技术产业高质量发展尤为关键。依据产业创新链系统生态属性特征,从主体共生性、链网依存性、动态演化性3个方面解析其生态质量的形成逻辑,构建出高技术产业创新链生态质量评价指标体系;运用因子分析法提取出产业创新链结构质量、效能质量、持续成长质量及开放协同质量等4个生态质量因子,并对我国省域高技术产业及其细分产业创新链生态质量进行评价。研究结果显示:我国31个省(区、市)高技术产业创新链生态质量普遍不高,省与省之间存在显著不均衡、呈梯度化分异等特征;31个省(区、市)四大高技术产业创新链生态质量同样普遍不高,虽然产业之间差距不大,但省与省之间差距较大。最后,据此针对性提出提升产业创新链生态质量的对策建议。As the competition form changes from competition between enterprises to competition between systems,promoting high-quality development of the industry has become a require⁃ment of the era,and high-quality development puts forward urgent requirements for industrial innovation-driven and ecological development.How to scientifically identify the quality of indus⁃trial innovation systems and analyze existing problems are particularly critical and important to promote high-quality innovation in high-tech industries.This paper analyzes the connotation of innovation ecological quality through literature review.According to the environmental attribute characteristics of the industry innovation chain system,it analyzes the logical formation of its ecological quality from three aspects:main body symbiosis,chain network dependence and dy⁃namic evolution.On this basis,the evaluation index system of ecological quality of high-tech in⁃dustry in the innovation chain is constructed.Through combing with the statistical data of the Science and Technology Statistical Yearbook,factor analysis is used to extract four ecological quality factors:chain structure quality,efficiency quality,sustainable growth quality,and open collaboration quality.The environmental quality of the innovation chain of provincial high-tech industry in China is evaluated and cluster analyzed.The ecological quality of the innovation chain for 4 specific industries with pharmaceutical manufacturing,electronic and communication equipment manufacturing,computer and office equipment manufacturing,medical equip⁃ment,and instrument manufacturing is evaluated and compared.The research results show that the ecological quality of the innovation chain of high-tech industries in 31 provinces(autono⁃mous region,municipality)in China is generally not high,and there is a significant imbalance and gradient differentiation between provinces;the ecological quality of this chain is generally not high.Although the gap between industries is not large,the gap between p
