摘 要:构建市场导向的能源技术创新体系是当前国内国际双循环相互促进的新发展格局中的重要主题。文章首先采用异质性随机前沿分析方法分别测算了清洁能源技术偏向指数与短缺型能源偏向指数。进一步,通过系统广义矩估计方法考察了不同技术来源分别对两种能源技术偏向程度的影响效果,并以绿色发展与能源安全为目标,总结双循环背景下中国能源技术创新体系的构建路径。研究发现,在所有的技术进步方式中,唯有自主技术创新可以同时实现环境治理与能源安全的双重目标。就外资企业而言,其水平技术溢出不利于缓解能源短缺,前向技术溢出尽管有利于清洁生产但是会恶化能源短缺现象,后向技术溢出尽管有利于缓解能源短缺但会恶化环境污染;出口学习效应、技术购买与命令控制型能源政策既不利于清洁生产也不利于缓解能源短缺。因此,为同时实现绿色发展与能源安全的双重目标,政府需要加大对自主技术创新支持力度,并同时优化外部循环中各种生产技术的能源偏向。Since the reform and opening-up,China’s economy has grown rapidly.However,serious problems(such as environmental pollution and energy shortage)became visible.In addition to the serious negative externalities caused by environmental pollution,a large amount of energy consumption leads to high energy demand.The heavy dependence on external energy sources also increases the risk of economic operation and lays hidden dangers for China’s high-quality economic growth.For China,the endowments of different kinds of energy are quite different.Specifically,coal reserves are relatively sufficient,while the contradiction between the supply and demand of oil and natural gas is wide.Building a market-oriented energy technology innovation system is an important theme in the new development pattern under the background of the dual cycle development strategy,which is of great significance for the realization of green development and energy security.Under the dual constraints of environmental pollution and energy shortage,independent energy-saving technological innovation associated with internal circulation mechanism should be focused,as well as the overseas advanced energy-saving production technology,which is introduced,learned,and absorbed through the external circulation mechanism.The premise is to accurately grasp the production and technical characteristics of the current industrial enterprises.As such,this study conducts the following investigations.Firstly,this paper calculates the clean energy technology biased index and inadequate energy biased index by using the heterogeneous stochastic frontier analysis method.Furthermore,this paper uses the GMM method to investigate the effects of differentiated technology sources on the degree of two kinds of energy technology biased index.The results show that,in all the ways of technological progress,only independent technological innovation can achieve the dual goals of environmental governance and energy security at the same time.As far as foreign-funded enterprises are conc
