摘　　要：国家治理体系中的空间治理单元是近年来我国学界研究的热点问题。现有文献主要把空间治理单元界分为实体性治理单元和虚体性治理单元两类。结合粤港澳大湾区跨境治理的实际场域,可以在把空间治理单元区分为实体性治理单元和非实体性治理单元等基础上,进一步将非实体性治理单元细分为半实体性治理单元和虚体性治理单元,从而形成实体性治理单元、半实体性治理单元和虚体性治理单元等三种空间治理单元。从我国空间治理运行的现实逻辑来看,授权(委托)、赋权(能)、放权和让权(利)等四种机制是驱动非实体性治理单元功能实现的主要机制。非实体性治理单元及其运行机制是观察和理解新时代我国区域协调联动发展最新政策走向的重要视角。The spatial governance unit in the national governance system is a hot issue in China’s academic community in recent years.The previous literatures mainly divide the spatial governance unit into two categories:substantive governance units and virtual governance units.Combined with the actual fields of cross-border governance in the Guangdong-Hong Kong-Macao Greater Bay Area,the spatial governance units can be firstly distinguished into substantive governance units and non-substantive governance units.On this basis,the non-substantive governance units are further subdivided into semi-substantive governance unit and virtual governance unit.Therefore,the spatial governance units are practicly divided into three governance units continuum,which include substantive governance unit,semi-substantive governance unit and virtual governance unit.From the realistic logic of China's spatial governance operation,the four mechanisms of authorization,empowerment,decentralization and concession are the main mechanisms that drive the function realization of non-substantive governance unit.Non-substantive governance units and its operation mechanisms are an important perspective to observe and understand the latest policy trend of China's regional coordinated and interconnected development in the new era.
