安全发展视角下的公共卫生应急物资储备体系改革研究

摘　　要：在一些特大型城市的新冠疫情常态化防控中,暴露出现有公共卫生应急物资储备体系存在储备依据不全面、储备事权条块分割、储备标准偏低、人员和技术储备薄弱等问题,在储备理念、目标、结构、布局和保障机制方面还不适应抗击重大疫情和常态化防控的需要,制约了我国制度优势和物质基础雄厚优势的进一步发挥。为了推动建构具有中国特色的现代化应急物资储备体系,加密公共健康安全防护网,按照坚持统筹发展与安全的要求,提出了转换储备目标、变革储备理念、集成储备资源、理顺储备权责、完善储备机制、优化储备结构、创新储备手段、共建储备能力、迈向精准储备的改革建议。The prevention against the outbreak of the Covid-19 in some of domestic central cities from 2020 has exposed the public health emergency supplies drawbacks such as incomplete reserve system,reserve powers barriers,low-level reserve standard,weak personnel reserves,and inadequate technical reserves.The present reserve concept,objectives,structure,layout and the safeguard mechanism can not meet the needs of the major epidemic outbreaks,which will restrict the further development of institutional advantages and strong material foundations at the same time.In order to promote the construction of modernization with Chinese characteristics of emergency materials reserve system,in accordance with the methods of strengthening public health supply frameworks and from the perspective of taking development and security into consideration,some suggestions and countermeasures have been put forward as changing the goal conversion reserves,reforming reserves concept,integrating reserve resources,straightening out the reserves of power and responsibility,improving the reserve mechanism,optimizing the structure of reserves,innovating means of reserves and reserve capacity.
