摘　　要：河南省水资源监控能力建设项目先后完成了国家水资源监控能力河南项目(2012-2014年)一期项目,国家水资源监控能力河南项目(2016-2018年)二期项目初步建成了规模以上取用水户水量监测、重要饮用水水源地水质自动监测以及覆盖全省的水功能区监测的河南省水资源监测管理系统柜。河南省水资源监控能力建设项目涉及站点和参建单位众多,在河南省水资源监控管理系统中,除省数据中心和会商室外,取用水监测点、水源地监测点、地市级数据分中心均分布于省内18个地市及各个县区,单靠人工方式实现各类站点和设备的管控和运行维护势必耗费大量的人力和物力。因此,需要针对河南省自身的运维需求和专业化特点,建立一个统一的、流程化的运行维护平台。The first phase of the National Water Resources Monitoring Capacity Henan Project(2012-2014) has been completed successively. The second phase of Henan Project(2016-2018)has initially built a water resources monitoring and management system cabinet in Henan Province, which monitors the water quantity of customers above designated size, automatically monitors the water quality of important drinking water sources and monitors the water functional areas covering the whole province.Water resources monitoring capacity construction projects in Henan Province involve numerous stations and participating units. In the water resources monitoring and management system of Henan Province, except for provincial data centers and conference rooms, water intake monitoring points, water source monitoring points and prefecture-level data centers are distributed in 18 prefecture-level cities and counties in the province. It is bound to consume a lot of manpower and material resources to realize the control and operation maintenance of various sites and equipment only by manual means.Therefore, it is necessary to establish a unified and process-based operation and maintenance platform according to the operation and maintenance needs and professional characteristics of our province.
