摘　　要：在现行商事制度与“放管服”改革的大背景下,加强信用建设旨在构建一个多元主体参与、多种手段并用的共治格局。围绕“机构自治、行业自律、政府监管、社会监督”的医疗卫生行业综合监督管理体系,分析卫生监督执法领域信用监管中的医疗机构公共信用信息范围。医疗机构公共信用信息范围包括行政许可类基本信息、失信信息、增信信息。失信信息以卫生行政处罚信息为主体,其他行政部门共享的行政处罚信息、认定的严重失信主体名单信息也是重要组成部分,依法执业自查信息是必然组成,来自行业组织、社会监督的违法执业信息是重要补充。公共信用信息范围必须有法律、法规依据或者党中央、国务院政策文件为依据,并实行目录制管理,应尽快出台公共信用信息目录以解决医疗机构公共信用信息归集中的部分法律依据问题。Within the current commercial system and the reform of“release,management and service”,strengthening credit construction aims to build a co-governance pattern with the participation of multiple subjects and the combination of multiple means.Focusing on the comprehensive medical and health supervision and management system of“institutional autonomy,industrial self-discipline,government supervision and social supervision”,this paper analyzes the scope of public credit information of medical institutions in the field of health credit supervision.The public credit information of medical institutions includes basic information of administrative license,dishonest information and credit enhancement information.The dishonest information takes the health administrative punishment information as the main body,and the administrative punishment information shared by other administrative departments and the list information of identified serious dishonest subjects are also important components.The self-examination information of legal practice is a critical part,and the illegal practice information from industry organizations and social supervision is an important supplement.The public credit information must be based on laws and regulations,and the catalogue system management shall be implemented.The catalogue of public credit information shall be issued as soon as possible to solve the problem of some legal basis for the centralization of public credit information of medical institutions.
