摘  要:目的了解山西省卫生监督队伍现状,分析该队伍中存在的问题,提出健全卫生监督队伍体系的切实有效策略,为卫生监督体制改革提供可靠的依据。方法采用构成比、频数等描述性统计学方法,分析2020年山西省11个市、116个县(市、区)卫生监督组织机构和机构卫生监督人员存在的问题,并探讨相应的解决对策。结果截至2020年12月,山西省共有独立卫生监督机构128个,其中全额拨款的事业单位占比98.44%;全省共有卫生监督员3895人,其中事业编制人员占比50.04%,50岁以上的卫生监督员占比22.34%,研究生学历仅占比1.23%,法学专业人数仅占比3%,具有高级职称的约占比5.41%,取得监督员资格证人员占比84.03%。进一步分析了山西省卫生监督机构及队伍存在的问题,并提出解决措施。结论理顺监督机构体制,将卫生监督队伍纳入公务员系列进行管理;严把监督员准入关,提高本科以上学历人才在监督员队伍中的比例;加强已在岗卫生监督员的培训;建立并完善对卫生监督人员的工作考核奖惩机制;加强对卫生监督队伍的稽查,落实卫生执法责任制,行政执法过错责任追究制等制度;加快乡镇卫生监督协管队伍的建设步伐等。Objective To understand the current situation of the health supervision team in Shanxi Province,analyze the problems existing in the team,and put forward the practical and effective strategies to improve the health supervision team system,so as to provide a reliable basis for the reform of the health supervision system.Methods By using the methods of descriptive statistics such as constituent ratio and frequency,the problems existing in health supervision organizations and personnel in 11 cities and 116 counties(cities and districts)of Shanxi Province in 2018 were analyzed,and the corresponding countermeasures were discussed.Results As of December 2020,there were 128 independent health supervision institutions in Shanxi Province,of which 98.44%were institutions with full funding.There were 3895 health supervisors in the province,of which 50.04%were staffing of public institutions,22.34%were health supervisors over 50 years old,only 1.23%were graduate students,only 3%were law majors,Thosewith senior professional titles were about 5.41%,and 84.03%were qualified for supervisors.The problems existing in health supervision organizations and personnel were further analyzed,and the solving measures were put forward.Conclusions To straighten out the supervision organization system,bring the health supervision team into the series of civil servants for management,strictly control the entry of supervisors,increase the proportion of talents with bachelor's degree or above in the ranks of supervisors,strengthen the training of on-duty health supervisors;establish and improve the reward and punishment mechanism for work assessment of health supervisors;strengthen the inspection of the health supervision team,implement the health law enforcement responsibility system,administrative law enforcement fault responsibility system and other systems;speed up the construction of township health supervision and management team and so on.
