摘　　要：通过文献调研,从舆情应急资源管理控制、舆情应急资源调配传递、舆情应急过程效果价值3个方面,设计应急能力结构。引入过程能力指数(C)来检测舆情服务应急能力水平。建立3层次、14维度的图书馆政府舆情服务应急能力结构模型,其结构关系体现从舆情应急资源输入到舆情响应效能输出的系统化过程,也是图书馆政府舆情服务应急过程管理与应急能力价值生态链结合的过程。通过重新定位舆情管理内容、感知舆情用户需求变化、融合应急情境变迁,行为科学、交互创新、场景感知分别为应急能力生存、发展、提升提供生物性、内在性、外源性驱动。通过培养适应应急情境的舆情工程师、建立系统化的舆情应急管理制度、构建立体化的舆情应急联动体系3条路径以提升应急能力水平。Through literature research,the emergency capability structure is designed from three aspects:public opinion emergency resource management control,public opinion emergency resource allocation and delivery,and the effect value of public opinion emergency process;the process capability index(C)is introduced to detect the public opinion emergency capability level.A 3-level,14-dimensional library government public opinion service emergency capability structure model has been established.Its structural relationship embodies the systematic process from the public opinion emergency resource input to the public opinion response performance output,and is also the process of combining the emergency process management of library government public opinion service with the value ecological chain of emergency response capability.By repositioning the content of public opinion management,perceiving changes in public opinion user needs,and integrating emergency situation changes,behavioral science,interactive innovation,and scene perception provide biological,internal,and exogenous drivers for the survival,development,and improvement of emergency capabilities.By cultivating public opinion engineers who adapt to emergency situations,establishing a systematic public opinion emergency management system,and building a three-dimensional public opinion emergency response system,the level of emergency capabilities can be improved.
