摘 要:风险社会视域下,环境风险的泛在性、系统性与不确定性特征对我国传统单一环境治理模式提出挑战。拓宽治理主体,搭建政府、企业、公众等多元主体治理平台,形成以风险社会理论为指导的环境治理新模式,是当下破解环境风险治理难题,提升国家治理水平的新出路。当前,环境多元共治的实现面临着治理主体碎片化、治理机制不健全以及观念滞后等诸多问题。构建环境多元共治格局,需要从主体构建、治理机制建立与观念转变等多个层面进行考量。From the perspective of risk society,the universality,systematicness and uncertainty of environmental risk pose a challenge to China’s traditional single environmental governance model.Based on the theory of risk society,establishing the concept of environmental risk governance and building a new model of environmental governance with the participation of multiple subjects such as government,enterprises and the public are a new way to solve the problems of environmental risk governance and improve the level of national governance.At present,the realization of environmental multi governance still faces many problems,such as the fragmentation of governance subjects,imperfect governance mechanism and lagging concept.To construct the pattern of environmental pluralism and co governance,we need to consider from the aspects of subject construction,governance mechanism establishment and concept transformation.
