权责对等视角下我国城乡居民基本医疗保险筹资机制改革探讨

摘　　要：文章基于国家相关统计年鉴与公报的数据分析了城乡居民医保的筹资机制、覆盖人群与筹资水平。结果发现,我国当前筹资机制存在筹资责任分担失衡问题;有“泛福利化”倾向;“定额且等额”筹资方式有待改进;“三期叠加”形势严峻。建议从均衡筹资责任、改进筹资方式、强化政策衔接等路径推进我国城乡居民基本医疗筹资机制改革。Based on the relevant national statistical yearbooks and bulletins,it analyzes the financing mechanism,coverage population and financing level of urban and rural resident medical insurance.It is found that the current financing mechanisms in China have some problems such as imbalance of financing responsibility,the tendency of"pan-welfare",and the"fixed and equal"financing method needs to be improved and so on.It puts forward the reform of financing mechanism of medical insurance for urban and rural residents by balancing financing responsibilities,improving financing methods,strengthening policy convergence and so on.
