摘 要:近年来,武汉市非道路移动机械数量持续增长,排气污染影响日益突出。2019年,武汉市启动非道路移动机械编码登记工作,截至2021年12月31日,共编码登记非道路移动机械2.96万台。对编码登记的机械数据进行了分析,参考《2021年城市大气污染源排放清单编制技术指南》测算方法,测算了武汉市工程类非道机械的4项主要污染物年排放量,测算结果为:氮氧化物(NO_(x))4747.90 t,一氧化碳(CO)1305.55 t,细颗粒物(PM_(2.5))290.29 t,挥发性有机物(VOCs)439.94 t。分析了武汉市非道路移动机械排气监管存在的问题,并针对性地提出了建议:①在武汉市持续开展非道路移动机械编码登记工作;②在工矿企业、物流园区等非道机械流动性小,机械功率要求较底的地方推广使用新能源非道路移动机械;③研究推动淘汰国Ⅰ和未识别排放阶段的老旧非道路移动机械;④针对压路机、挖掘机和装载机等特定工程类非道路移动机械加大排气监测力度。The quantity of non-road mobile machinery in Wuhan City has increased continuously in recent years,which lead to more obvious effects of exhaust pollution.Wuhan City started coding and registration work of non-road mobile machinery in 2019.By December 31,2021,the number of coded and registered on-road mobile machineries was 29,600.This paper analyzed the coded and registered mechanical data,estimated the annual emissions of 4 main pollutants from non-road mobile machinery in Wuhan city through the calculation method of Technical Guide for Compilation of Urban Air Source Emission Inventory in 2021.The results show that there were nitrogen oxides(NO_(x))4747.90 t,carbon monoxide(CO)1305.55 t,fine particulate matter(PM_(2.5))290.29 t and volatile organic compounds(VOCs)439.94 t.This study analyzes the problems existing in the supervision of construction machinery exhaust in Wuhan city,and puts forward the following points:①the code registration of non-road mobile machinery in Wuhan city should be continuously carried out;②the use of new energy non-road mobile machinery should be promoted in industrial and mining enterprises,logistics parks and other places with low mobility and low mechanical power requirements;③the elimination of old non-road machinery in the National I and unidentified emission stages should be researched and promoted;④exhaust monitoring should be increased for rollers,excavators,loaders and other specific engineering non-road mobile machinery.
