健康扶贫背景下医保扶贫制度——以秦皇岛市为例

摘　　要：医疗保障和精准扶贫救助制度建设是“五个一批”精准帮扶脱贫,落实攻坚各项工作重点举措中“社会保障兜底一批”的工作重点和组成部分之一,一般来说,包括基本职工医疗保险、大病生育保险、医疗困难救助等在内的各种不同层次居民就医医疗保障制度。立足于秦皇岛市医保扶贫的实际,通过文献研究法、访谈法,分析当前政策下秦皇岛市医保扶贫实施中存在的问题。同时,提出改进建议:一是提高医保扶贫政策宣传和执行水平,确保政策全覆盖;二是进一步加强城乡基础医疗服务体系建设,推动城乡之间的医疗资源融合;三是调整医保政策,普惠贫困患者;四是完善落实医疗保障扶贫政策。Poverty alleviation by medical security is one of the important contents of the“group of social security pockets”in the“five batches”of poverty alleviation measures.It generally refers to a multi-level medical security system that includes basic medical insurance,critical illness insurance,and medical assistance.Based on the reality of medical insurance and poverty alleviation in Qinhuangdao City,this paper analyzes the problems existing in the implementation of medical insurance and poverty alleviation under Qinhuangdao City through literature research and interviews,Put forward suggestions for improvement.First,improve the publicity and implementation level of the medical insurance poverty alleviation policy to ensure full coverage of the policy;Second,further strengthen the construction of urban and rural basic medical service system and enhance the integration of medical resources between urban and rural areas;Third,adjust the medical insurance policy to benefit the poor;Fourth,the most important thing is to implement the poverty alleviation policy of medical security.
