共同富裕背景下浙江省远郊型村庄规划实践探索——以宁波市万竹村为例

摘　　要：随着共同富裕示范区的提出和国土空间规划体系的建立,浙江乡村面临发展要求全面提升以及资源要素约束加强的双重压力。远郊型村庄近年来人口流失严重,同时土地、环境、产业政策受到多方面的约束,村庄面貌日益凋敝。如何在有限的发展空间内实现远郊型村庄的转型发展,是今后中国多数村庄面临的共同难题。文章以万竹村为例,通过重塑人地关系、加强人业纽带协作、完善共筹共享机制三个层面探索实现远郊型村庄振兴的实施路径,以期为远郊村村庄发展提供借鉴思路。With the proposal of the common prosperity demonstration zone and the establishment of the territorial space planning system,Zhejiang Villages are facing the dual pressures of comprehensive improvement of development standards and strengthened resource constraints.Outer suburban villages have suffered serious population loss in recent years.At the same time,land,environment,and industrial policies have been constrained by various aspects,and the villages have become increasingly withered.How to realize the transformation and development of suburban villages within the limited development space is a common problem faced by most villages in China today.Taking Wanzhu Village as an example,this paper explores the implementation path to realize the revitalization of suburban villages through three aspects:reshaping the relationship between people and land,strengthening the cooperation between people and industries,and improving the co-financing and sharing mechanism.
