摘　　要：清库政策推动了PPP可持续发展,但学者们对其产生的影响没有统一的结论。为探究清库政策对PPP健康发展的影响,结合可持续发展理念,总结清库政策影响PPP可持续发展路径,收集全国2016~2021年PPP投资相关数据构建实证分析模型,分阶段回归分析清库政策发布前后PPP新增投资规模对落地率、地方政府财政压力、债务水平的影响。结果表明,清库政策推动了PPP可持续发展,清库之后不仅提高了落地率,还有效缓解了地方政府财政压力,但并未化解债务风险。基于研究结果,得出强化绩效评价、结合行业区域特性细化政策等启示。The clearance policy has promoted the sustainable development of PPP,but scholars have no unified conclusion on its impact.In order to explore the impact of clearance policy on the healthy development of PPP,combined with the concept of sustainable development,the paper summarizes the impact of inventory clearance policy on sustainable development path of PPP,collects relevant data of PPP investment from 2016 to 2021 to build an empirical analysis model.And then analyzes the impacts of clearance policy before and after its release on the financial pressure,debt level of local governments and implementation rate of PPP by stepwise regression.The results show that the clearance policy does not inhibit the development of PPP,but promotes the sustainable development of it.After the clearance policy be issued,it not only improves the implementation rate,but also effectively alleviates the financial pressure of local governments,but does not resolve it’s debt risk.Finally,draw inspirations such as strengthening performance evaluation and refining policies based on industry and regional characteristics.
