摘　　要：基层地方政府投资建设的限额以下工程,多为民生实事工程,能够有效推动地方区域经济发展。从简要分析限额以下政府投资工程特点、常见发包方式及存在问题入手,结合深圳市大鹏新区在限额以下政府投资工程发包管理工作方面的实践经验,从优质承包商预选库组建、履约评价管理、分类分级发包管理、行政监督管理以及信息化手段的应用等方面,对限额以下政府投资工程发包管理进行研究,提出廉洁、高效、优质的发包管理模式。Most of the projects under the designated size invested and constructed by local governments are practical projects for people’s livelihood,which can effectively promote the development of local and regional economies.Starts with a brief analysis of the characteristics,common contracting methods and existing problems of government-invested projects below the quota,combines with the practical experience of Shenzhen Dapeng New District in the management of government-invested projects below the quota,classifies and grades contract management,administrative supervision and management,and the application of information technology,researches the contract management of government investment projects below the quota,and proposes a clean,efficient and high-quality contract management model.
