摘　　要：在我国政府投资项目工程总承包领域,《发包人要求》既是招标文件的组成部分,也是工程总承包合同文件的重要内容。在明晰《发包人要求》作用的基础上,研究《发包人要求》的编制内容、编制中应关注的问题,按照准备阶段、编写阶段、完善或修改阶段分析编制重点,以期为正确编制《发包人要求》提供借鉴和参考。For the general contracting for the government-invested projects in China,‘Employer’s requirement’is not only an integral part of the bidding documents,but also an important part of the contract documents.On the basis of clarifying the function of‘Employer’s requirement’,the paper discusses its content and issues that should be paid attention to,analyze the key points of preparation according to the preparation stage,compilation stage,improvement or modification stage.Hopes to provide reference for the correct writing of‘Employer’s requirement’.
