摘　　要：促进基本公共服务均等化,作为我国保障公民基本生存与发展权利事业在新时代的延续,在不断保障人民群众全方位多维度基本权利的同时,成为扎实推进共同富裕的应有之义和重要举措。从实现共同富裕与促进基本公共服务均等化的理论逻辑来看,全民富裕与“人民性”特征、全面富裕与“公共性”基础、共建富裕与“结构性”优化、渐进富裕与“稳健性”准则,表明基本公共服务均等化是推进共同富裕的应有之义和必然选择;从历史逻辑来看,基本公共服务均等化政策的演进聚焦共同富裕主线和阶段性重点任务,可划分为构建阶段、兜底阶段和优化阶段;从实践逻辑来看,基本公共服务均等化的持续推进需要破解五大难题,在扩范围、调结构、增效益、优机制、重反馈五个维度探索实践路径。As a continuation of China's cause of safeguarding citizens'basic rights to survival and development in the new era,promoting the equalization of basic public services,has become a necessary and important measure to promote common prosperity while incubating people's basic rights in all aspects and dimensions.Judging from the logical correlations between the realization of common prosperity and the promotion of equalization of basic public services,namely,national prosperity and the characteristics of“People”,comprehensive prosperity and the basis of“Publicity”,co-construction prosperity and“Structural”optimization,and the criterion of gradual prosperity and“robustness”,all indicate that the equalization of basic public services is the proper meaning and inevitable choice to promote common prosperity.From the perspective of historical logic,the evolution of the policy of equalization of basic public services focuses on the principal line of common prosperity and key tasks in stages,which can be divided into the stage of construction,the stage of revealing all the details,and the stage of optimization.From the perspective of practical logic,the continuous promotion of the equalization of basic public services needs to unravel five problems and explore the practical path in such five dimensions as expanding scope,adjusting structure,increasing benefits,optimizing mechanism,and concentrating more on feedback.
