海洋油气开发项目用海范围界定关键问题及对策研究

摘　　要：文章对海洋油气开发项目用海范围界定过程中出现的问题进行了梳理,发现海上石油平台用海范围界定时出现的主要问题有平台外缘线归整尺度不统一、改扩建部分申请用海的要求不明确、水下生产系统用海缺少界定依据等;海底电缆管道用海范围界定时出现的主要问题有宗海内部单元划分不利于管理、交越和重叠处用海处理方式不统一、管缆间距过大形成的封闭区域申请用海的要求不明确以及部分项目界址点过多不利于海籍管理等。针对海洋油气开发项目宗海图绘制过程中出现的问题,文章提出了完善技术规范,为合理界定用海范围提供依据;规范管理,明确平台改扩建用海范围界定方法;开展海洋油气项目立体确权研究,探索三维海籍管理模式;强化集约节约用海,杜绝海洋空间资源浪费;探索建立新方法,合理绘制宗海图等对策建议,以助力我国海洋油气开发项目海域使用管理工作的顺利开展。This paper gave a brief pectination to the sea parcel boundary definition of offshore oil and gas projects,and induced the main problems such as lacks of normalized regularization of the outer edge of oil platform,clear demands of sea area use register for the reconstruction and expansion part,absence of rules to the boundary line of the sea parcel for underwater production systems;improper unit of sea parcel and too much boundary points in the sea parcel;inconsistent treatment methods for sea-area used of crossover and overlapping places of submarine cables and pipelines;undefined management requirements for the excessive closed area between pipes and cables.Based on the above issues,the paper made a detailed analysis and study of improvement for technical specifications for precise method for the boundary line of sea parcel.It suggested to put clear and definite management requirement to the reconstruction and expansion part of oil platform,and strengthen intensive sea use to put an end to the waste of marine space resources.It also indicated the importance of researches on vertical sea area boundary,and put forward relevant suggestions in order to further standardize the production of the cadaster of sea parcel and improve it quality.
