发展全过程人民民主:破解基层腐败防治难题的有效路径

摘　　要：党的十八大以来高压反腐态势持续推进,反腐败斗争取得压倒性胜利并全面巩固,但一些地方基层腐败发案率仍然偏高。纪检监察系统“自上而下”的权力监督方式在基层往往会遇到“信息不对称”和“监督动力不足”的双重难题。而作为一种“自下而上”的权力监督方式,群众对基层干部的监督建立在利益关心和知情基础上,发展全过程人民民主可以针对性地解决权力监督信息不对称和监督动力不足的难题。基层腐败暴露的是一些地方基层政治生态中民主运行链条的不完整,未能真正实现全过程人民民主。我国基层民主发展历程为选举先行,但民主决策、民主管理和民主监督的跟进程度相对来说还不够,且由于其他三个环节运行不畅,选举环节也容易走形,从而导致基层干部的权力缺乏有效制约。从根本来说,可以通过发展全过程人民民主促使“自下而上”的民主监督与“自上而下”的纪检监察监督机制形成有效互补,进而提高基层反腐实效。Since the 18th National Congress of the CPC,anti-corruption movement has been continuously promoted,but the incidence rate of grassroots corruption is still relatively high.China’s current supervision system for primary-level power mainly relies on the“up-down”discipline inspection and supervision system,but the“up-down”supervision system is faced with the dual problems of“information asymmetry”and“insufficient motivation”when dealing with primary-level corruption.The whole process of people’s democracy can surely be applied in the prevention and control of primary-level corruption.As a“down-up”way of power supervision,the masses’supervision of primary-level cadres is built on the basis of interest-concern and sufficient information,which can overcome the dual problems of“information asymmetry”and“insufficient motivation”.Fundamentally speaking,primary-level corruption exposes the incompleteness of the democratic operation chain in the current primary-level political ecology.Over the years,the practice of primary-level democracy in China has been relied on election first,but democratic decision-making,democratic management and democratic power supervision have not fully followed up.At the same time,due to the lack of effectiveness in the other three aspects,the election aspect has also been weakened,resulting in the abuse of the power of village cadres.By developing the whole process of people’s democracy can the“up-down”power supervision be combined with the“down-up”power supervision from local people,then finally effectively prevent primary-level corruption.
