摘　　要：城市生活物资应急保障能力是城市治理能力在应对突发事件中的集中体现,本文从城市功能、供给侧、流通机制回应在突发事件冲击下城市正常生活物资流通机制失灵问题,对此进行探究提升路径并提出完善流通生产力体系建议。Urban subsistence supply emergency delivery capability is the manifestation of city governance.This research aims to respond to the malfunctioning of normal urban subsistence logistics facing emergencies with respect to city functioning,supply side and circulation mechanism,and raise suggestions on improving circulation productivity system.
