摘　　要：综合利用矿产资源不仅是企业寻求经济效益的市场行为,同样也是国家履行自然资源资产全民所有者权利和义务的体现。随着生态文明建设的深入推进和“双碳”目标的提出,矿产资源综合利用面临着全新的要求和挑战,主管部门监管能力亟需全面提升。本文从矿产资源管理者的角度出发,通过工作调查和文献研究,结合矿产资源综合利用监督管理的法律依据,以《矿产资源法》及其实施条例等法律条款和有关政策文件为依据,明确了综合利用监督管理的主体和内容。在此基础上,剖析了我国矿产资源综合利用监督管理现状及存在的问题,结合新形势和新要求,从开展综合利用水平监测、完善“三率”指标体系、加强信用监管、升级监管技术、健全激励约束机制等方面提出了矿产资源综合利用监管的工作思路。Comprehensive utilization of mineral resources is not only the market behavior of enterprises to seek economic benefits,but also the embodiment of the state’s rights and obligations of the national owner of natural resource assets.With the in-depth promotion of ecological civilization construction and the proposal of the“double-carbon”goal,the comprehensive utilization of mineral resources is facing new requirements and challenges,and the supervision ability of management departments needs to be comprehensively improved.On the perspective of mineral resource managers,through investigation and literature research,starting from the legal principle,and based on the legal provisions and relevant policy documents such as the Mining Law and its implementation regulations,this paper clarifies the subject and content of the supervision and management of comprehensive utilization.On this basis,this paper analyzes the current situation and existing problems of supervision and management of comprehensive utilization of mineral resources in China.Combined with the new situation and new requirements,puts forward the working ideas of comprehensive utilization supervision of mineral resources from the aspects of carrying out comprehensive utilization level monitoring,perfecting the three-rate index system,strengthening credit supervision,upgrading supervision technology and perfecting incentive and restraint mechanism.
