摘　　要：社会各领域的数字化转型已经成为显著的时代特征和发展趋势,如何应对数字化转型给统计工作带来的机遇和挑战,更大效力地发挥统计在客观测度和科学认知世界过程中的作用,是统计现代化改革需要关注的现实问题。研究聚焦政府专利统计,梳理了数字化转型和创新范式变革对传统专利统计的冲击和挑战,借鉴OECD科学技术领域数字化转型的统计量化方向,利用广义统计思维,从新统计内容、新统计标准、新统计调查、新统计管理和新统计方法五个方面讨论专利统计的数字化转型,即面向互联网云平台的专利数字化统计设计和服务应用,对政府专利统计现代化改革的目标和路径进行探索和求解,并进一步阐述专利数字化统计在服务科技创新领域的数字化转型、导引企业的创新实践以及完善专利交易市场方面的应用。数字化转型赋能政府专利统计的研究表明:统计现代化改革需要重视数字化统计的深度开发,实现统计工作的数字化转型是中国政府统计部门的重要举措和统计现代化改革的重要方向;以数字化统计为方向的统计现代化改革已具备扎实的技术底座,人工智能、大数据和云计算等新一代信息技术在不断重构统计数据生产、采集、加工、分析和应用模式的同时,也为统计工作的数字化转型构建了高经济性、高可用性和高可靠性的基础设施群;传统统计所提供的统计内容和统计服务无法完全满足充分解析和有效支撑数字生态系统生成和运行的要求,数字化统计是对传统统计工作的优化和补充。Digital transformation in various fields of society has become a significant feature of the times and development trend.How to deal with the opportunities and challenges brought by digital transformation to statistical work and give more effective play to the role of statistics in the process of objective measurement and scientific cognition of the world is a practical problem that needs to be paid attention to in the reform of statistical modernization.Based on the statistical quantification direction of OECD digital transformation in the field of science and technology,the research focuses on government patent statistics,combs the impact and challenges of digital transformation and innovation paradigm change on traditional patent statistics,and uses broad statistical thinking to discuss the digital transformation of patent statistics from five aspects:new statistical content,new statistical standards,new statistical investigation,new statistical management and new statistical methods.That is,the design and service application of patent digital statistics for the Internet cloud platform,explore and solve the objectives and paths of the modernization reform of government patent statistics,and further elaborate the application of patent digital statistics in serving the digital transformation in the field of scientific and technological innovation,guiding the innovative practice of enterprises and improving the patent trading market.The research shows that the reform of statistical modernization needs to pay attention to the in-depth development of digital statistics.Realizing the digital transformation of statistical work is an important measure of China’s government statistical departments and an important direction of statistical modernization reform;The reform of statistical modernization in the direction of digital statistics has a solid technical base.While continuously reconstructing the production,collection,processing,analysis and application modes of statistical data,new generation information technolo
