摘　　要：本文通过介绍EPC总承包模式的概念及发展概况、EPC总承包模式的特点和优势,结合烟草行业近期实施的EPC总承包项目情况以及烟草行业相关政策法规及管理规定,分析了EPC总承包项目实施过程中的业主风险点,提出了相应的风险对策,为业主方规避与降低风险提供了参考。By introducing the concept and development overview of the EPC general contracting model,the characteristics and advantages of the EPC general contracting model,combined with the recent implementation of the EPC general contracting projects in the tobacco industry and the relevant policies,regulations and management regulations of the tobacco industry,this paper analyzes the owner's risk points in the implementation of EPC general contracting projects,and puts forward corresponding risk countermeasures,which provides a reference for the owner to avoid and reduce risks.
