党建引领社会治理的内在机理与系统构建——以南京市域治理为例

摘　　要：党建引领社会治理是新时代基层党建和社会建设的主线。南京市域治理经验表明,以党的组织体系为中轴的社会治理体系建构,决定了以党的组织建设再造社会治理体系,以党的功能建设提升社会治理能力的实践特征。其内在机理体现在坚持党的主导地位与人民群众主体地位的有机结合,坚持构建党建引领社会治理主体多元协同的组织系统,坚持党建创新引领社会治理创新的发展逻辑。新时代党建引领社会治理系统构建的创新路径,必须坚持构建“市—区—街—社”四级联动的党建引领社会治理的组织体系,建构以提升党建能力引领社会治理能力提升的机制,并以党建品牌为示范,以制度为保障,实现党的建设效能与社会治理能力双提升。Party building leading social governance is the main line of the grass-roots party construction and social development in the new era.Nanjing municipal governance experience shows that the construction of the social governance system with the party’s organizational system as the central axis,determines the practical characteristics of rebuilding the social governance system with the party’s organizational construction and improving the social governance ability with the party’s functional construction.Its internal mechanism is reflected in the organic combination of the party’s dominant position and the people’s dominant position,the construction of an organizational system in which party building leads the pluralistic coordination of social governance subjects,and the development logic in which party building innovation leads the innovation of social governance.The innovative path of Party building leading the construction of social governance system in the new era must adhere to the construction of an organizational system of “City District Street Community” four level linkage of Party building leading social governance,build a mechanism to improve the party building ability leading the improvement of social governance ability,and take the party building brand as an example and the system as a guarantee to realize the double improvement of Party building and social governance.
