摘　　要：文章首先明确了居民电子健康档案的内涵,紧接着立足国内居民电子健康档案实践,从开放共享壁垒、专业人才缺失、居民建档误区和隐私安全隐患四个方面分析其存在的问题,最后提出通过打破开放壁垒、培养专业技术人才、加强居民健康教育和加强隐私信息保护等对策推进居民电子健康档案建设。Firstly, the connotation of residents’ electronic health archives is clarified, and then based on the practice of domestic residents’ electronic health archives, the existing problems are analyzed from the four aspects of breaking barriers of open sharing,lack of professional talents, residents’ archives building mistakes and hidden risks of privacy security, and finally countermeasures to promote the construction of residents’ electronic health archives are proposed, such as breaking barriers of opening, cultivating professional technical personnel, strengthening residents’ health education, and reinforcing the protection of private information.
