摘　　要：在《欧洲数据战略》的指导和推动下,欧盟数据空间建设和数字平台发展持续推进。本文总结分析了数据共享、平台支撑、生产协作、市场拓展等欧盟数字平台发展模式,通过探讨欧盟在工业、能源和智慧农业等领域出现的代表性数字平台发展案例,提出欧盟在建设数据空间和数字平台中存在效率提高、开放协作、价值提升等驱动因素,也存在互操作性不足、监管不确定、企业积极性不高等发展阻碍,认为我国应借鉴欧盟发展经验,加快培育统一的数据要素大市场,积极推动数据信息安全法律法规落实落地,努力提升政企数据双向共享水平。Under the guidance and promotion of the European Data Strategy,the construction of data space and the development of digital platforms in the EU has continued to advance.This paper summarizes and analyzes the development modes of EU digital platforms:data sharing,platform support,production cooperation,market expansion,etc.By exploring the representative digital platform development cases that emerged in the EU in the fields of industry,energy and smart agriculture,this paper proposes that there are driving factors in the construction of data space and digital platforms in the EU,such as efficiency improvement,open collaboration,value enhancement,and there are also obstacles to development,such as insufficient interoperability,regulatory uncertainty and the lack of enterprise motivation.China should learn from the EU's development experience to accelerate the cultivation of a unified data elements market,actively promote the implementation of data information security laws and regulations,and strive to enhance the level of data sharing between government and enterprises.
