摘　　要：基于实证调查和文献研究,从我国现阶段用药现状入手,总结多地采用政策对接、优化补偿机制、在基层推行部分基药全额保障等方式突破障碍性因素的经验。提出优化上下级医疗机构用药衔接应当充分发挥基本药物制度与其他医药卫生政策的协同作用,统筹兼顾多元主体利益、探索长效激励机制、提高弱势主体治理参与能力等建议。Based on empirical investigation and literature research,this paper starts with current situation of drug use in China,summarizes the experiences of breaking through the hindering factors by means of multi-places policies connection,optimization of compensation mechanism,and implementation of full gurantee of some basic drugs at grassroots level.It puts forward that give full play to synergistic effect among basic drugs system and other medical policies in the optimization of drug use linkage between upper and lower medical institutions.It also suggests that we will balance the interests of diverse entities,explore long-term incentive mechanism,enhance the ability of vulnerable subjects to participate in governance.
