政府购买居家养老服务三种组合方式效果评估

摘　　要：在政府政策的扶持下,各地区结合当地的实际情况纷纷开展了政府购买居家养老服务的实践。根据政策类型和生产主体的不同,将政府购买居家养老服务实践分为救助型政策+社会组织生产、救助兼福利型政策+社会组织生产、救助兼福利型政策+企业生产3种组合方式。借鉴新公共服务理论建构分析框架,通过对3种组合方式在理念、政策、方式、规范、机制和项目等基础条件方面存在差异的对比,评估效果。研究发现,救助型政策+社会组织生产仅起到初步的兜底功能,无法从根本上缓解养老服务矛盾;救助兼福利型政策+社会组织生产除了具有初步兜底困难老人的功能外,还兼具对高龄老人生活照料和精神关爱的功能;救助兼福利型政策+企业生产兼具以上2种组合方式的功能外,还具有挖掘消费者潜在养老服务需求,推动养老服务市场发展的功能。With the support of government policies,various regions have carried out the practice of government purchasing home care services in combination with the local actual situation.According to different policy types and production subjects,the practice of government purchasing home care services is divided into three combination modes:assistance policy+social organization production,assistance and welfare policy+social organization production and assistance and welfare policy+enterprise production.Based on the new public service theory,this paper constructs an analysis framework,and evaluates the effects of the three combination methods through the comparative analysis of the differences in the basic conditions of the three combination methods,such as ideas,policies,methods,norms,mechanisms and projects.The study found that the relief policy+social organization production only played a preliminary bottom function,and could not fundamentally alleviate the contradiction of elderly care services;assistance and welfare policy+social organization production not only has the function of initially revealing the difficulties of the elderly,but also has the function of life care and spiritual care for the elderly;relief and welfare policy+enterprise production not only has the function of the above two combination methods,but also has the function of digging consumers potential demand for elderly care services and promoting the development of elderly care service market.
