新时代深化水利建设项目法人责任制改革发展的思考

摘　　要：项目法人责任制是水利建设领域率先提出的一项建设管理制度。经20多年的实践,该制度框架得到广泛认同。但调研结果表明,该制度在具体实施中还存在一些“短板”,迫切需要深化改革与发展。针对水利建设中项目法人组建问题,提出设计“项目法人”的思路;针对政府主管部门与项目法人职责划分、项目法人薪酬体系与相应考核和激励机制,以及水利建设过程监控现代化等方面的问题,提出了改革发展的路径与方法。The project legal entity responsibility system is a construction management system first proposed in the field of water conservancy construction.After more than 20 years of implementation,this system has been widely recognized.However,survey result shows that there are still some weak links in the implementation of the system,which calls for urgent reform and development.In view of the problem of the formation of a project legal person in water conservancy construction,this paper proposes the idea of designing a“project legal person”.This paper also proposes paths and methods of reform and development,in response to the division of responsibilities between competent government departments and the project legal person,salary system and corresponding assessment and incentive mechanism of the project legal person,and the modernization of the monitoring of water conservancy construction process.
