摘　　要：永定河流域是贯穿京津冀晋蒙的重要水源涵养区、生态屏障和生态廊道。永定河下游平原河道1996年后完全断流,河床沙化,水生态环境遭到破坏。永定河流域投资有限公司以一体化、全域化、市场化全新模式,开启了新一轮永定河治理修复。针对永定河全线通水后补水的新格局以及水费结算新形势,在全面总结永定河流域生态补水平台建设现状及实践基础上,剖析永定河生态补水平台现有功能发挥的局限性及面临的主要问题,提出生态补水平台功能拓展思路,强化生态补水平台在永定河流域治理中的作用。The Yongding River Basin is critical for water conservation as an ecological barrier and corridor running through Beijing, Tianjin, Hebei, Shanxi and Inner Mongolia. Since 1996, the river course of the plain areas in the lower reaches of the Yongding River was completely dried up, resulting sandy of riverbed and damage of water ecology and environment. The Yongding River Basin Investment Co., Ltd. initiated a campaign of river restoration with a new model of integration, localization and marketization. In view of water replenishment after the recovery of whole river system and new structure of water fee collection, studies are made on the limitation of existing ecological water replenishment platform and main problems on the basis of summary of current situation and practices. Ideas are raised for maximizing the functions of ecological water replenishment, so as to strengthen its role in the governance of the Yongding River Basin.
