水利工程生态休闲价值估算方法

摘　　要：以受益人群、人均休闲时间以及人均小时机会工资等为基本参数,提出了估算河湖整治类水利工程所产生生态休闲价值的核算方法。以浙江丽水市莲都区丽阳溪水系综合整治工程为例,核算河湖整治类水利工程的生态休闲价值。结果表明,水利工程建设所产生的生态休闲价值应为生态系统生产总值核算体系中不可或缺的重要组成部分,可成为政府衡量重大基础设施建设产生价值的参考依据。Taking the beneficiary population, per capita leisure time and per capita hourly opportunity wage as basic parameters, methodologies for estimating ecological and recreation value generated by river and lake regulation and restoration are proposed. Taking the project of Liyang in Liandu District of Lishui City of Zhejiang Province as an example, the ecological and recreation value of river and lake renovation projects is calculated. The results show that the value generated by the projects should be an indispensable and important part of the gross ecosystem product accounting system, and can be referenced for government to measure the value of major infrastructure construction.
