摘　　要：伊拉克是少数具有合作现实性的世界级原油资源国;伊拉克爆发“不可控”冲突的可能性大大降低,有利于油气生产长期稳定;伊拉克有望凭借成本优势在清洁低碳转型大势中提供长期可靠原油供给;伊拉克战后新一轮重建,油气行业进入发展机遇期,加强合作恰逢时机。伊拉克油气合作的招标、议标以及公司间交易机会明显增加,有利于石油公司布局低成本原油资产,推进低碳天然气资产获取,乃至探索新能源合作。建议中国石油公司在伊拉克的布局以中央政府控制区为主、库尔德自治区为补充;充分利用中国石油公司上下游一体化优势以及新能源发展契机换取油气合作机会,特别是议标合作机会;加强在伊外国石油公司的交易动态跟踪,力争把握进入大型油气田开发项目机会;加强与中资企业合作,优势互补,共谋发展;坚持底线思维,特别要注意防范政局、安全、市场等关键风险。Iraq is one of the few countries with world-class crude oil resources and reality of cooperation. The possibility of an “uncontrollable” conflict in Iraq is greatly reduced now, which is conducive to long-term stability of oil and gas production.It is expected to provide long-term reliable supply of crude oil with its cost advantage in the transition to a clean and low-carbon economy. As Iraq enters a new round of post-war reconstruction and the oil and gas industry enters a period of development opportunities, it is right time to strengthen cooperation. With markedly increasing cooperation for open tendering, negotiation tendering, and inter-company transactions, it is conductive to layout the low-cost crude oil assets, promote the acquisition of low-carbon natural gas assets, and even explore new energy project cooperation. It is suggested that Chinese oil companies should focus on the area controlled by the Iraq central government and regard the Autonomous Kurdish region as supplement, make full use of the advantages of upstream and downstream integration of Chinese oil companies and new energy development opportunities for oil and gas cooperation, especially bid negotiation cooperation opportunities, strengthen the transaction dynamic tracking of foreign oil companies in Iraq, and strive to grasp the opportunity to enter large oil and gas field development projects,strengthen cooperation with Chinese enterprises to complement each other’s advantages and seek common development, adhere to the bottom-line thinking, and pay special attention to guard against political, security, market, and other key risks.
