摘 要:基于水环境可恢复性理论,探讨了水体纳污能力可恢复的机理。将Scheafer资源开发模型的理论和方法引入到水体纳污能力的管理中,建立了基于Scheafer模型的纳污能力开发模式。以COD_(Mn)和NH3_(3)-N为主要污染物控制因子,按照纳污能力为上限的污染物总量控制方案(传统方案),分析了汉江中下游未来不同规划水平年的允许排污量;基于Scheafer模型的纳污能力开发模型(新方案),分析了汉江中下游不同水平年的纳污能力利用率和水质恢复能力,分析了汉江中下游理想剩余纳污能力和理想允许排污量。结果发现,传统方案无法反映河流可持续利用的状态,新方案表明2030年之后河流已经处于不可持续利用状态,继续排污将使得河流进入另一平衡状态枯竭。研究结果可为河流水环境可持续利用与管理提供新的思路。Based on the resilience theory of water environment,the restorable mechanism of water carrying capacity was discussed.The theory and algorism of Scheafer resources development model were introduced into the management of water carrying capacity,and the water carrying capacity model was established based on Scheafer resources development model.Taking the COD_(Mn) and NH3_(3)-N holding capacities of the middle and lower reaches of the Han River as the pollutant control factors,the allowable pollutant discharge at different planning years in the future was calculated according to the total pollutant control scheme(the traditional scheme)with the pollutant carrying capacity as the upper limit.Based on the water pollutant absorbing capacity(the new scheme)of Scheafer model,the utilization rate and water quality recovery capacity of the middle and lower reaches of the Han River at different levels were analyzed,and the ideal residual capacity and the ideal allowable discharge for different level years were analyzed.The results showed that the traditional scheme could not reflect the state of sustainable river utilization,but the new scheme showed that the river will already be in an unsustainable state after 2030,and continued sewage discharge will make the river enter another equilibrium state of exhaustion.This study presents new ideas for sustainable utilization and management of river water environment.
