摘 要:作为乡村治理的实践创新,村干部职业化在增强乡村治理效能中发挥了重要作用,但同时也面临一些现实困境,主要表现为选人“行政化”使得村干部形象官僚化,赋权“差异化”使得村干部权威参差不齐,赋能“形式化”使得村干部能力提升滞缓,留人“乏力化”使得村干部工作热情不高,这些现实困境在乡村治理中不可忽视。进一步推进村干部职业化,应重塑乡村自治共同体,推动村民共同参与;从村“两委”到村小组纵深推进;完善职业培训机制,建设高素质村干部队伍;构建物质加精神双保障机制,以实现有效激励。As a practical innovation of rural governance,the professionalization of village cadres has played an important role in enhancing the effectiveness of rural governance,but it also faces some practical difficulties,mainly manifested in the bureaucratization of the image of village cadres due to the“administrative”selection of personnel,the uneven power of village cadres due to the“differentiation”of empowerment,the sluggish improvement of the ability of village cadres due to the“formalization”of empowerment,and the low enthusiasm of village cadres due to the“fatigue”of retention,these practical difficulties cannot be ignored in rural governance.To further promote the professionalization of village cadres,it is necessary to reshape the rural self-government community and promote the common participation of villagers;to advance from the village“two committees”to the village group;to improve the vocational training mechanism and build a high-quality village cadre team;to build a material and spiritual dual security mechanism,in order to achieve effective incentives.
